Staff Support

22.3. Staff Supervised by the ADB Secretariat

  1.  Locally engaged staff working for ADB personnel are briefed and supervised by ADB. The Local Staff Coordinator and the ADB Annual Meeting Coordinator conduct a familiarization session for locally engaged staff at least 3 days before the opening of offices.
    The host country also provides about 100 (including provision to cover emergency situations related to lack of manpower) locally engaged staff to support the ADB secretariat and to work with ADB personnel as secretaries, receptionists, clerks, and messengers. These staff members may be recruited from personnel agencies, or from universities, or they may be seconded from government departments or associated entities in the private sector (e.g., commercial banks).
  2. The host country proposes agencies that meet ADB requirements as well as any requirements that the host country may have, such as security screening.  If necessary, a representative from the Host Country Secretariat may join ADB in interviewing a random sample of local staff to support ADB.  Advice from the host country is also requested on labor laws, appropriate remuneration, terms, and conditions.
  3. Locally engaged staff working for ADB personnel are briefed and supervised by ADB. The Local Staff Coordinator and the ADB Annual Meeting Coordinator conduct a familiarization session for locally engaged staff at least 3 days before the opening of offices. The session includes a general overview of ADB, the Annual Meeting, and the program of official events, as well as any arrangements, such as security, that the host country may need to raise. All aspects related to professionalism are covered, including rules of conduct. More detailed briefing sessions are conducted with each group (e.g., the registration team and secretaries) by the ADB staff in charge of the respective work areas. These sessions familiarize locally engaged staff with their assignments and enable the ADB staff in charge to meet the locally engaged staff and to provide further explanation of their assignments and responsibilities as necessary.
  4. The Media Center will require multiple staff due to the nature of the delegates that work within the Media Center. The following staff are standard requirements for the Media Center:
    • 4-5 Office assistants – general administrative work.
    • Three translators – two for translating English materials (speeches,  news  releases, posts and blurbs) to local language, and to translate local language materials (news articles, blogs, social media posts) to English. One to translate during briefings and/or interviews. 
    • A dedicated facilities and technical support staff – A staff who is dedicated to the media center to handle facility logistics and basic IT support.
  5. A summary of locally engaged staff under ADB supervision is shown in Appendix 139. The number and dates required are indicative, based on actual figures from past Annual Meetings, and are confirmed closer to the date of the meeting.
