Introduction

1. Purpose of the Annual Meeting

  1. Annual Meetings are statutory occasions for the Board of Governors of the Asian Development Bank (ADB) to provide guidance on ADB administrative, financial, and operational directions. The meetings provide opportunities for member governments to interact with ADB staff; non government organizations (NGOs); media; and representatives of observer countries, international organizations, academia, and the private sector. The Agreement Establishing the Asian Development Bank (ADB Charter) and the Rules of Procedure of the Board of Governors provide that [t]he Board shall hold an Annual Meeting at such a date and place as the Board may determine. However, the Board of Directors may change the date and place of the Meeting when special circumstances or reasons arise to justify such an action.
  2. The Annual Meeting strengthens the ties between ADB and its members, especially the host country, as well as with its other development partners and stakeholders. It provides an opportunity for citizens of the host country, and those of other ADB members, to become more familiar with ADB operations. Further, because it is usually attended by up to 400 international and local media representatives, it is an important public relations opportunity for ADB and the host country.

The Annual Meeting is a high-level, prestigious event attended by the 68 members of ADB (about 35 ministers of finance attend as well as a number of governors of central banks), as well as chief executive officers of major banks and companies, and other local and international dignitaries and media personalities. Besides providing an ideal venue for the various stakeholders to network with each other and with ADB personnel, the Annual Meeting is also a good opportunity for investors to learn more about the host country and discover it firsthand. It provides an opportunity for a host country to showcase its culture, products, and facilities, and to demonstrate its capability to host a major, high-level international event.
  4. Lastly, the Annual Meeting strengthens the relationship between ADB and the host country. Planning and implementing an Annual Meeting is a major exercise for ADB and the host country, and the process usually takes 1 to 3 years. It is an opportunity for the two parties to collaborate and cooperate closely in putting together an impressive event, which is smooth, efficient, interesting, and memorable.
