Chapter 15

Security and Traffic Control

Overview:

The purpose of this chapter is to outline the host country’s responsibility as pertains to security requirements in both the annual meeting pre-planning phase and during the event.

All planning for security must be done in deep consultation with ADB as there are unique and specific requirements across all events; both ADB hosted and host country hosted.

The security detail is also expected to lead traffic control requirements during the meeting.

Important Information:

  • The host country is responsible for security at the Annual Meeting.
  • Coordination between the ADB Security Coordinator and the HOC security coordinator should be continuous from August of the previous year until the Annual Meeting is over.
  • Security must be assured in all venues, the airport, hotels, and in transport used for the Annual Meeting.
  • The perimeter of the venue, access points and procedures, as well as traffic flow, must be established as early as possible and advised to all concerned, especially drivers.
  • Security guards may be required to patrol venues/areas that hold valuable items across the setup days.
  • During the Annual Meeting, daily security advisory committee meetings are held with the HOC security coordinator.
