15.4. Traffic Control

  1.  Provide a crowd control guideline that will be implemented and reviewed if such incidents happen.
    The host country is required to provide appropriate traffic control to facilitate the movement of all participants from the airport to their hotels on arrival and departure and from hotels to the meeting venue(s) and vice versa, and to and from venues for official events including networking and cultural events. In particular, the host country is expected to maintain full traffic control around the venue sites and to ensure that adequate access routes, passenger drop-off and pick-up points, and parking facilities are provided to avoid congestion and enable the smooth arrival and departure of participants. Provide a crowd control guideline that will be implemented and reviewed if such incidents happen. Refer to a sample Crowd Control Checklist at Appendix 103.
  2. By February before the Annual Meeting, the host country presents to ADB a plan of the meeting vicinity showing the security perimeter, entrances and exits for different categories of vehicles and pedestrians, parking for VIP cars, shuttle buses, delivery and other vehicles with access to the secure area, the flow of traffic and the routes to be used. This is then discussed with the ADB Security Coordinator and ADB Annual Meeting Coordinator.
